The rules

The Omer is counted at night, after nightfall, from the second night of Passover for forty-nine days, up to the eve of Shavuot (Leviticus 23:15-16). It is counted standing, saying the blessing first.

If one forgot to count at night, one counts the next day without a blessing and then continues with a blessing; if a whole day was missed, one continues without a blessing (Shulchan Arukh, Orach Chayim 489:8). For a specific case, ask your rabbi.

During these weeks many communities keep mourning customs; the dates vary (until Lag BaOmer, or until the 3rd of Sivan).

For a halakhic ruling, ask your rabbi.
